NTP is far outside the scope of Jenkins. If this is indeed the problem (and I believe it is), then the timestamps on your machines are out of sync. You need to find (or be) a sysadmin, with admin privileges on Windows and root access on Linux. Neither Jenkins nor any plugin can do what you need done.
