I want to ensure that the same code is not built more than once. As a ClearCase 
user, an obvious way to do that would be to try to baseline the code. If it 
succeeds, the code must have changed and the build must be done, if it fails, 
the build should fail.
Unfortunately, the plugin always seems to use the -identical flag when it sets 
a baseline:
/usr/atria/bin/cleartool mkbl -identical -comment jenkins-PCP-546 -incremental 
-view wscbuild_master_PCP_hudson -comp PCP@/rqpp/projects/PCP_prj PCP_BLD546
This flag ensures that ClearCase sets the baseline in all cases. Can I turn 
this off?
