I'm getting confused by your post. Are you complaining that you can add the same job to a queue multiple times?
My understanding is that, if you have a build of a job running and another one in the queue, the only way to get another one onto the queue is for it to have different parameters than the one in the queue. So if your job doesn't take parameters, you can only have one build in the queue. If your job does have parameters, Jenkins won't put another build on the queue if it has the exact same parameters as one that's already on the queue.
