In general the ssh keys are generated onto the client side then the public key 
is sent to the server.
Example with Sourceforge :

I have to indicate a key file to Jenkins to connect to the server (not my 
server).

I think that this key file is depending on the server, no ?
Can I simply generate it on my computer ? I don't think so ...
