OK, go to http://<jenkins>/administrativeMonitor/OldData/manage and let me know if you see some errors reported there relating to this job. The fact that I could reproduce the error given your build.xml does not mean anything, because for a workflow build, build.xml cannot in general be loaded properly without some context such as the workflow/ subdirectory and so on (though to make this clearer WorkflowRun.reload needs to throw an IOException in case these fields were not successfully loaded, or XStream2.addCriticalField should be opened up for plugins).
