Refer to JENKINS-26197 for an example of an exception which should have been shown to the user but instead was hidden by the retry logic inserted recently to allow builds to be retried when "git fetch" fails due to network errors.
The retry logic needs to be smarter so that it is not obscuring useful information in cases where a failure needs to be shown to the user.
