I don't think so.
I had a quick look through codes of Jenkins core and maven-plugin, and found that it may be a designated behavior that POM_ARTIFACTID isn't expanded as POM_ARTIFACTID is defined AFTER build parameters are defined.
Anyway, I have to have further investigation as I still don't know POM_ARTIFACTID is expanded in Execute shell and Execute Windows batch command.
