First of all, this is independent of the environment, the plugin will not use the correct credentials for submodule checkouts, no matter which environment Jenkins in running on.
Also, it is not only occurring for repositories accessed through http(s), but also for ssh+git as can be seen in comments before mine.

What seems to be missing is the part where the plugin would create the appropriate GIT_SSH file:

using GIT_SSH to set credentials

It happens for the main repository checkout, but not for submodules.
