the files to be reconciled had been synced with the client 'modtime' option set, or if the files have the '+m' filetype modifier set.

So my understanding is the -m option is used WITH the modtime option.

Having an option "Use modtime" that would
1) sync using modtime
2) reconcile using -m -e
would be a good option.
