From the documentation:
The -m flag used in conjunction with -e can be used to minimize costly digest computation on the client by checking file modification
times before checking digests to determine if files have been modified outside of Perforce. Note that -m may only be used if
the files to be reconciled had been synced with the client 'modtime' option set, or if the files have the '+m' filetype modifier set.
So my understanding is the -m option is used WITH the modtime option.
Having an option "Use modtime" that would
1) sync using modtime
2) reconcile using -m -e
would be a good option.
