Daniel Beck resolved JENKINS-25025 as Not A Defect Jenkins doesn't start: Exception in thread "main" java.io.FileNotFoundException: /tmp/winstonexxxxxx.jar (Permission denied) UMASK 277 specifies to grant owner no write permissions, and to grant no permissions to group/others. So there's no surprise things break horribly. The default is 027, so assuming this is something you configured like this.
