Webhooks are used to notify Jenkins to start build instantly when there is a change in PR. In your case Pulling approach is ok, but hard to say if it sets SHA1 variable correctly. Have you tried GIT_COMMIT or blank (or even '*') as Branch in Git settings of your Job?
