As for the polling thread behavior, this would need to be reviewed by someone on the core Jenkins team. There is nothing in the plugin that creates threads for supporting polling. The only threads created by the plugin are during the actual checkout process. However, the behavior you are seeing is much before the checkout is executed.
As for the CmdRunner.release() call, have you tried to catch the exception to see if that resolves the issue?
