Unfortunately, I don't have any great ideas to offer on the continuously polling case. I'm not a Gerrit user and don't have access to a Gerrit instance. You might post to the jenkinsci-users mailing list to see if Robert Sandell or others there with Gerrit experience have suggestions to offer.
