Jenkins does not serve files. Even e.g. jobs' config.xml or /env-vars.html are not served directly, but via a special function in the job code. This ensures users have the permissions to access the files via the governing model objects.
To support serving selected (actual or virtual) files from the root directory, a plugin implementing e.g. UnprotectedRootAction could be used.
