No response to comment asking for additional information in 3+ weeks, so assuming this is obsolete.
Also, the 'fresh install' seems to use previous configuration, so the issue report is misleading and lacking in information on that, e.g. which plugins are installed. The issue looks like Token Macro is not installed or enabled.
