This is known to sometimes stump users. In jobs it's relatively harmless, but with the global config it can have severe consequences, isn't as easy to detect, and there it doesn't even make sense that changes to one option revert another user's changes to another option.

It should be possible for Jenkins to e.g. have browsers occasionally ping back while they're on the config page and in if more than two users are on the effectively same config page, show a warning for both.
