The specific content decoding issue was fixed in Jenkins 1.521 as
JENKINS-15437.Set up a Jenkins 1.564 instance with two jobs as specified, and when not authorized to access "A". Build of "B" shows only 'No changes', otherwise 'No changes. Changes in dependency' + the link to builds of A.
Resolving as Cannot Reproduce, has likely been resolved in the meantime.
