From the threads in the PDF it looks like a result of lazy loading of build records. This can have a number of reasons, from expensive to compute view configurations to plugins misbehaving.
For further analysis, the output of the /threadDump page is required, plus some information (e.g. the configuration of the view taking so long to load).
Also, 1.530 isn't that relevant anymore. Please consider upgrading to 1.532.3 or 1.554.1, or 1.563+ to see whether that fixes the problem.
Feel free to reopen if you're still experiencing the issue on a more recent Jenkins version, and can provide the requested information.
