I have this problem too.
I run "publish over ssh" plugin in post build step and this message had been shown:
Current build result is [NOT_BUILT], not going to run.
I would be very grateful if you suggest solution to solve this problem.
note that I can not run this plugin in post build action because conditional build step is not available in post build action.
