To one up the race conditions. Any new jobs should be evaluated to see if they will run fully before the restart takes place. Example, I have a few test jobs that run for up to 20 hours, I also have other jobs that only take minutes to run. Currently if run safe restart activated it suspends all new jobs from running. Ideally If the Safe Restart should look at any new jobs that want to run and determine if the jobs can be run in its entirety before the longest jobs finish.
