Ulli Hafner resolved JENKINS-20788 as Won't Fix pom.xml should be updated to LTS release I thought it was good practice for all the plugins to be built and tested against the LTS version of Jenkins. It is a good practice to test with several LTS versions of Jenkins. However, it is not necessary to compile against an LTS release. Actually, it is recommended to use the oldest LTS Jenkins version available as parent that works (API contract).
