Adding two the evidence.
I had the exact same issue, tried restart, disable/enable of ssh slaves plugin, and a bunch of other things.
After disabling the ruby-runtime plugin the slaves started again.
Running on Jenkins 1.509.1 with up to date plugins (SSH Slaves 0.25, ruby-runtime 0.10).
