In a multi-configuration (matrix) job it should be possible to control which builds launch an Android Emulator. This would be useful in matrix jobs where builds can represents different platforms (Windows, OSX, IOS, or Android). i.e. Launching an Android Emulator when running a Windows build with tests is not useful.
Solution could be to add a "Combination Filter" feature similar to the one found in the Configuration Matrix.
