Found a workaround via scripted pipelines, but it is kinda ugly:

    stages {
        stage("JAVA PART") {
            agent A

                stage("Java one") {
                    steps {

                stage("Java two") {
                    steps {
                        script {
                            def parallelStepsMap = [:]

I believe declarative pipelines should isolate me from having to do such things.
