The repo plugin currently allows the local_manifest.xml file to be defined either in-situ, at the plugin, or via an URL. It would be useful if the local_manifest.xml contents were available from files managed by the Config File Provider Plugin:
https://wiki.jenkins-ci.org/display/JENKINS/Config+File+Provider+Plugin
If implemented, it would also be useful if the contents of any such file were expanded for environment variables while being read.
