IIRC there is some trick to make Windows behave properly here: prepending \\?\ or the like to the agent FS root. In general we cannot protect you from the consequences of having deep workspace path hierarchies. The former behavior (using raw Item.fullName) was shorter in some cases, but also unbounded in length and so caused problems for people with, for example, long branch names; the current behavior at least guarantees a bound on the part Jenkins controls.
