By design the configuration of a ClearCase UCM project is done in the SCM part,
even though some options are done post build. This leaves the ClearCase UCM
publisher configuration as a single checkbox. If this checkbox is checked, when
ClearCase UCM is not chosen as SCM, the build will fail.
