Joeren - The CVS spec states that CVS supports RFC 1123 which means it supports 
+XXXX timezone formats. The list on that page isn't supposed to be exhaustive 
as far as I can tell. Unfortunately I entered an upper case 'Z' during my last 
edit which is what's caused this problem and have tested a lower case 'z' on 
the most recent version of CVS server without issues.

If anyone else is up for it then we're looking for beta testers to help iron 
out issues like this, drop me a message and I'll get in touch before we do any 
releases to see if you have time/systems to spare.
