Node monitoring could as well go into this; eg: if a node is running low on
disk space and jenkins puts it offline, a mail could be sent notifying that it
happened and no new builds can be executed.

> Hudson knows all its users and all users per project.
> An administrator may have the need to inform all users, e.g. about new
> features,
> planned downtime, ... Having a "mail form" for sending a mail to a recipient
> list would be useful then.
> The recipient list could have entries
> - Hudson user names
> - Job names (will send to ALL users of the job or the DefaultRecipientsList)
> - ALL (all registered Hudson users)
