Is this seriously the "fix" for this problem? I have to change the SERVER 
locale to get Jenkins to be able to via TFS do a check out of a repo?

May I suggest that one reconsiders this a couple of times? In Norwegian, I get 
"Date: 15. mars 2012 09:18:38". It is not a serious option to change the entire 
server's locale for this one piece.

What about at least have an option to ignore the date wholesale? What is the 
reason for having to parse it?
