This is necessary to easily allow EBS volumes to be maintained with the
instance. It's much more difficult (impossible?) to configure EBS volumes to be
properly saved and remounted if the instances are terminated each time. When
the instance is stopped, no charges are accruing, so it's often a better
solution.
