Multiple concurrent builds of the same job may run if the "execute concurrent
builds if necessary" checkbox is marked for a job.
When there is a failed job that is claimed, the view shows the job as broken
and claimed both if there is no running or a single running build of that type.
If there are more than 1 running builds of that job, the view shows the job as
broken and unclaimed (red).
