https://github.com/jenkins-infra/repository-permissions-updater#managing-issue-trackers
explains how to define issue trackers for your plugin in its metadata. This
controls the plugins.jenkins.io sidepanel links, as well as links from the
plugin manager inside Jenkins.

I would discourage removal of the Jira component, given historical issues
exist, unless you've migrated all of them, including comments etc. Even if
no new issues are reported, their existence (and grouping by component) can
occasionally be useful in the future.
