Jenkins plugin development tools are focused on Apache Maven. We have a very small set of plugins that are maintained with gradle. Those plugins struggle to keep pace with the tool changes that are made in the Apache Maven tooling. We don't post a "Create a plugin" tutorial based on Gradle.
