There was an intervening release of another plugin (support-core) and it is visible in the update center. We may need help from the infrastructure team tomorrow to identify what is causing the plugin to not appear in the update center. I suspect that the logs of the update center generator may tell them what is preventing the release from appearing. I've opened a help desk ticket to ask for their assistance tomorrow.
