Follow the instructions at https://www.jenkins.io/doc/developer/plugin-governance/adopt-a-plugin/ to adopt the plugin. https://github.com/jenkins-infra/repository-permissions-updater/blob/master/permissions/plugin-keycloak.yml is the file that you'll need to update in the repository permissions updater pull request.
