Since there is no negative feedback, I suggest to move forward with the permission transfer if Joseph is still interested. I am not too concerned about .NET 5 release and MSBuild deprecation, because the previous .NET versions will stay around for years. So there should be still significant demand from users to have this plugin in Jenkins
