Default to run all credentials tests unless a Jenkins job
Reduce the number of times the TEST_ALL_CREDENTIALS value needs to be
explicitly set while doing credentials development.

Move CredentialsTest assertion out of tearDown to reduce failure confusion
When a test fails, it will often also fail the assertion in the tearDown
method, resulting in two failures being reported into the JUnit summary.
Since it was a single test, a single failure report is sufficient.
