[SECURITY-2838] Remove serialisation allow-list for Jenkins agents
Since 5f33a3be the serialisation to Jenkins agents relies on
native Java JVM runtime classes only. The allow-list is not
needed anymore and can be removed altogether.
Also complete the release notes for the forthcoming v0.4.9
containing this fix.
