[EOPS-6247] User and credentials creation, simple security management
Adds a groovy-based helper script for managing Jenkins users and credentials
(CloudBees plugin - global domain only). Also provides a simple switch
for turning setting security to disabled (as is default), or on using
the internal Jenkins user database.
