Require Jenkins 2.375.4 or newer (Java 11)
https://stats.jenkins.io/pluginversions/cron_column.html shows that as of
March 1, 2023 over 90% of the installations of release 1.6 (delivered
3 months ago) were running Jenkins 2.375.1 or newer. That is more
than enough reason to require Java 11 and Jenkins 2.375.4 or newer,
since there was a security fix in Jenkins 2.375.4 that should prompt
all users to install it.
