  [FIXED SECURITY-137] Updating an SSH key credential changes scope from System 
to Global

- Not entirely clear to me that this required a SECURITY jira as you need 
permission to update the credentials in order to exploit...
- Still need the fix anyway as it makes managing credentials harder
