feat(ci.jenkins.io): artifact-caching-proxy Maven settings (#2440)
* feat(ci.jenkins.io): artifact-caching-proxy Maven settings
* change structure
* add a local CONTRIBUTING page with tip(s)
* add a note about the error message when provisionning the jenkins::controller
role
* disable artifact-caching-proxy by default and enable it on vagrant and
ci.jenkins.io only for now
* add the config-file-provider in every location where it's needed
* better description
