Use MinGit for Windows instead of PortableGit
MinGit is simpler to install on Jenkins Windows agents and is better
suited to the needs of integration tools like Jenkins.
Jenkins does not need `gitk` or other interactive tools.
May eventually be able to use the even smaller MinGit BusyBox after
further testing. There is hope that MinGit BusyBox may be faster than
the default MinGit.
