Fix timestamp parsing for Checks JSON payload
The change I80d59d51a has introduced a fatal
regression on the Checks JSON payload parsing
because of an incompatibility of data-type of Date
vs. Timestamp.
Rectify the situation and allows the Checks feedback
to be parsed correctly again, using the correct
time-zone conversion.
