[JENKINS-62551] Add plugin name and version to the HTTP user agent
Allows to clearly identify which versions of the plugin
are calling Gerrit by detecting its version on the user-agent.
This allows the Gerrit admin to trace from a central point
the different versions of the remote plugins and plan upfront
their upgrade when migrating to different versions.
