  Skip JpiVariantRule if metadata missing

Adds debug logging to various skipping conditions.

This metadata == null condition has been observed with rc.7, but the
following attempts at creating a test case did not reproduce it:

- using the nebula.resolution-rules plugin with dynamic dependency on
  rules, with and without a custom ComponentMetadataRule to set a custom
  status scheme
- using a flatDir repository
- using a maven repository without metadata, local and served
- using an ivy repository without metadata, local and served
