Let's accept that if releases are done from the currently unused release lines, they will include a broken changelog URL in the changelog.gz file on Debian/Ubuntu. Conceptually, we could start publishing the stable-rc changelog at the same time we publish the stable-rc release. However, we have not published a stable-rc Debian package since I've been testing stable-rc builds. I assume we are unlikely to start publishing those packages, since they are unlikely to increase the number of release candidate testing participants.
