  Use RELEASELINE instead of regex to configure changelog URL

RELEASELINE has 5 allowed values (in order from most frequently used to least 
frequently used):

* (empty) - weekly
* stable
* stable-rc
* experimental
* rc

The changelogs are maintained on jenkins.io for two of those lines:

* (empty) - weekly
* stable

Those two lines are the vast majority of Jenkins releases.  Let's accept
that if releases are done from the currently unused release lines,
they will include a broken changelog URL in the changelog.gz file on
Debian/Ubuntu.

Conceptually, we could start publishing the stable-rc changelog at
the same time we publish the stable-rc release.  However, we have not
published a stable-rc Debian package since I've been testing stable-rc
builds.  I assume we are unlikely to start publishing those packages,
since they are unlikely to increase the number of release candidate
testing participants.
