Add minPermGen and minHeapSize settings for defaults(1) which will be used
preallocate Java's HeapSize and PermSize.

Set defaults for Java heap and perms on both i386 and x64_64 architectures.
The x64_64 settings work for me. Recommend that they be reviewed by a Java/OSX
dev.
