[JENKINS-57795] Retry when waking up orphans or creating new nodes (#399)
* Add a retry logic to connect to the node if aws reports stopped state even
after sending the start signal
* Stop/terminate disconnected instances after idle timeout
* Increase retry attempts to 2
* Use static for DESCRIBE_LIMIT
